A statement of principles guiding the independence and neutrality of the Geneva Charter of Sovereignty.
Our Commitment to Neutrality
The Geneva Charter of Sovereignty operates on the basis of strict neutrality. Neutrality is essential for providing a safe and respectful environment where states, institutions, and experts can reflect on challenges to sovereign equality without pressure, assumptions, or political interpretation.
This policy explains how neutrality is upheld in all aspects of our work, including publications, consultations, communications, and outreach.
No Political Alignment or Advocacy
The initiative does not align with any government, regional group, political movement, or strategic interest. It does not advocate for particular policies, reforms, or positions. The Geneva Charter of Sovereignty remains entirely independent of political agendas and geopolitical dynamics.
No Positions on International Disputes
We do not comment on or evaluate ongoing disputes, conflicts, negotiations, or matters that fall under the authority of states or international organisations. Our role is to provide a neutral platform for reflection, not a forum for judgement.
No Pressure or Expectations Placed on States
Participation in the Geneva Charter is entirely voluntary and carries no political meaning. No state or institution is expected to adopt, endorse, or implement any principle or document. Engagement is always at the discretion of each participant.
Neutrality in Research and Publications
All papers, background notes, and analytical materials produced by the Secretariat are prepared with a commitment to accuracy, impartiality, and academic integrity. Publications do not represent the positions of any government or organisation. When external experts contribute, they do so in a personal capacity unless explicitly noted.
Neutrality in Consultations and Dialogue
Consultations convened by the Geneva Charter of Sovereignty are designed to allow open expression without political or diplomatic implications. All participants are treated equally and respectfully. Views expressed in consultations are not attributed unless the participant gives explicit consent.
Relationship to the UN Charter
The Geneva Charter of Sovereignty supports the principles of the United Nations Charter, including sovereign equality and the peaceful conduct of international relations. We do not reinterpret, replace, or challenge the UN Charter or any part of the multilateral system. References to multilateral norms are descriptive and educational.
Independence From Governments and Organisations
The initiative receives no directives from any state or institution. It operates independently, guided by its mandate to support reflective dialogue on sovereignty in a world shaped by interdependence. Financial and administrative arrangements are structured to preserve full independence.
Neutrality in Public Communications
All communications, briefings, and public materials are written in a neutral and non political tone. We do not engage in public debates, advocacy campaigns, or commentary on international events.
Review and Continuous Improvement
This Neutrality Policy is reviewed periodically to ensure that it remains consistent with the principles of the Geneva Charter of Sovereignty and the expectations of the international community. Updates may be made to strengthen clarity and transparency.
